Trump Administration Launches Freedom Haulers to Bring More Veterans Into the Trucking Industry

The Trump administration has introduced Freedom Haulers, a nationwide initiative designed to help U.S. military veterans transition into trucking careers by making it faster and easier to earn a Commercial Driver's License (CDL), complete professional training, and secure employment. The program combines resources from several federal agencies with the goal of strengthening the trucking workforce while reducing administrative barriers for veterans entering the industry.

Led by the White House in partnership with the U.S. Departments of Transportation, Veterans Affairs, Defense, and Labor, the initiative aims to connect veterans with high-demand trucking careers while addressing the industry's ongoing need for skilled commercial drivers.

Among the program's key benefits is up to 100% tuition assistance for approved CDL training through the Department of Veterans Affairs, along with highlighting trucking careers that can offer annual earnings of approximately $70,000, depending on experience, employer, and location.


Expanded CDL Pathways for Military Veterans

One of the most significant aspects of the Freedom Haulers initiative is the expansion of existing programs that recognize military driving experience and convert those skills into civilian trucking careers.

The Federal Motor Carrier Safety Administration (FMCSA) has broadened its Military Skills Test Waiver Program, giving veterans with experience operating heavy military vehicles additional time to qualify for an expedited CDL. Previously, eligible veterans had one year after leaving military service to apply for the waiver. Under the updated policy, that eligibility window has been extended to two years, allowing more former service members to take advantage of the streamlined licensing process.

The administration has also expanded participation in the Even Exchange Program, with 34 states now committed to recognizing qualifying military driving credentials. Veterans with approved military occupational driving classifications can exchange their military licenses for civilian Commercial Driver's Licenses without completing the traditional skills and knowledge examinations, significantly reducing the time required to enter the workforce.

Another important improvement allows active-duty military personnel to apply for a Commercial Learner's Permit (CLP) or CDL in the state where they are currently stationed instead of returning to their home state. This flexibility remains available for up to two years after military separation, making the transition into civilian employment much more convenient.

Through the SkillBridge Program, service members nearing the end of active duty can spend their final 180 days participating in civilian trucking education and hands-on industry training. This approach enables many veterans to move directly into full-time trucking positions immediately after leaving military service.

Additionally, veterans enrolled in the Department of Labor Registered Apprenticeship Program can receive a monthly educational housing allowance while earning a full trucking salary during their apprenticeship, helping reduce financial pressure during the transition into civilian employment.

Reducing Barriers to Enter the Trucking Workforce

Federal officials describe Freedom Haulers as an effort to eliminate unnecessary bureaucracy and accelerate the hiring process for qualified veterans.

According to U.S. Transportation Secretary Sean P. Duffy, the initiative is designed to remove licensing obstacles so veterans can obtain their CDLs more quickly and begin building successful careers in the trucking industry.

Veterans Affairs Secretary Douglas Collins emphasized that the VA already assists thousands of veterans every year in transitioning to civilian employment and expects the expanded initiative to help even more former service members enter the transportation sector.

Strong Industry Support for Veteran Hiring

The program has received strong backing from major trucking organizations, many of which have long recognized veterans as valuable additions to the commercial transportation workforce because of their discipline, leadership, safety awareness, and experience operating heavy equipment.

The Owner-Operator Independent Drivers Association (OOIDA) welcomed the initiative, noting that a significant portion of its membership consists of military veterans whose experience contributes to both high safety standards and a more secure national supply chain. The association praised the administration's efforts to encourage more qualified veterans to pursue careers behind the wheel.

The American Trucking Associations (ATA) also expressed support, emphasizing that fleets across the country actively recruit veterans and military spouses for positions including professional drivers, diesel technicians, safety specialists, dispatch personnel, and leadership roles.

Many trucking companies have already developed veteran-focused hiring initiatives that help former service members translate military experience into successful civilian careers while providing mentorship, training opportunities, and long-term career advancement.

Trucking Companies Expand Veteran Recruitment

Several major carriers participating in the Freedom Haulers initiative have publicly committed to increasing veteran hiring.

Among them, Werner Enterprises has announced plans to hire approximately 1,400 veterans and military spouses during 2027, representing a substantial increase over previous hiring levels.

Other carriers highlighted through the program include Reeves Transport, Clark Freight Lines, Stevens Trucking, J.B. Hunt, and UPS, all of which promote employment opportunities specifically designed for military veterans transitioning into civilian life.

As the trucking industry continues to face challenges related to driver recruitment, workforce retention, and an aging driver population, many fleets see veterans as an important source of experienced, safety-focused professionals capable of filling critical transportation roles.

Part of a Broader Workforce Strategy

The administration has also presented Freedom Haulers as part of its broader workforce and immigration policy.

Transportation Secretary Sean P. Duffy stated that veterans possess the discipline, experience, and commitment needed to safely operate commercial vehicles and should be prioritized for trucking careers.

At the same time, recent federal policy changes have affected some immigrant drivers working in the trucking industry. The administration has identified instances of commercial drivers operating without legal authorization while also implementing new licensing regulations.

A federal rule that took effect in March prevents certain non-citizens, including asylum seekers, refugees, and recipients of Deferred Action for Childhood Arrivals (DACA) from obtaining or renewing Commercial Driver's Licenses, despite many previously being authorized to work legally in the United States and eligible for CDL licensing.

What Freedom Haulers Means for the Trucking Industry

The launch of Freedom Haulers could have a meaningful impact on the trucking sector by creating a more direct pipeline of highly trained, safety-conscious commercial drivers.

Veterans often possess valuable experience operating large vehicles, working under pressure, following strict safety procedures, and managing complex logistics qualities that align closely with the demands of modern trucking.

If widely adopted by carriers and state licensing agencies, the initiative may help reduce onboarding time, strengthen fleet recruitment efforts, and partially ease ongoing driver shortages while giving thousands of veterans a faster path to stable, well-paying careers in commercial transportation. By combining expanded CDL access, financial assistance, apprenticeship opportunities, and direct employer partnerships, Freedom Haulers represents one of the administration's most comprehensive workforce initiatives focused on the trucking industry.
